I've recently gotten a tactical vest cover(take out your ballistic pads and put them in a new cover), from this company called The Vest Man. They custom make every vest with pockets wherever you want them, pockets for, flashlight, asp, cuffs, anything really, they seemed to have a good selection of options when I went into their shop. Any color, any fabric. Its great cus the vest is made to be worn on the outside of the uniform(obviously)...really cuts down on heat and way more comfortable.
