Thoms initial hello

Hello everyone, this is a first fir me. I am looking for resources for my department. I work for Rawlins P.D. and we are preparing to go through another hiring process but I am looking for ideas for retention of officers. We recently hired 3 good ofc's gave them alot of training, ie; DRE training in Mesa Arizona, SFST training, Academy 4 months only to have them take the training to larger departments in larger towns. I am looking for ideas on retaining officers or ways to have the costs of training recovery.

First off, welcome!

Second, have you thought of contracts that they have to fulfill anytime they go to training, I know that is only a temporary fix, how about trying to convince your city council to raise the amount you are paying your officers, or hire individuals who have a STRONG motivation to join your department. I know that whatever police department I get hired at, I am going to stay for at least 5-7 years (maybe longer), but I plan on going fed's or State Patrol, but WISP doesn't look at you until 5 years minimum experience.
