What to get!!~

So I am looking to buy a new holster, this will not be for duty or anything. It is for my police explorers belt. I use this belt one night a week and currently have a REALLY bad holster! So I have a decision to make, do I want to go with a Level 2 SERPA CQC holster (which I like because it is not as bulky, I have a level 3 for my work holster) or do I buy another level 3?

Here are the reasons I want a level two:
Smaller
Able to be used as a concealed when I become a police officer or get a CCW permit]
Gives protection
Familiar with the drawing technique since I work with a level 3.
The price is the man factor I found a level 2 CQC holster for $44.59.

The closest level 3 holster I could find was in the $90 price range. I am not carrying a actual firearm in this holster it is to carry my blue gun around so when I am doing scenarios at explorers I can have a holster that I am familiar with and able to use.

HELP!!!!
